A $25 late fee will be assessed
 per each calendar quarter

PROPERTY TAX PAYMENT ON-LINE  UPDATED INFORMATION APRIL 2017

Taxes are discounted if paid in January, February, or March; beginning at
15% in January and sequentially less in February and March. 

To pay property tax on line, go to http://www.mexicali.gob.mx

Scroll down to the image for Paga tu Predial (Pay your Tax) There is a button to change language once you click on the imageEnter your lot ID information (Start with 14YO (that is a letter O, not a number) followed by your block and lot numbers in 3 digit format-example: 015 for Block 15 and 003 for Lot 3), and then 'search.'  Your information should look similar to this: 14YO001001

Follow the prompts to pay your tax. Some cards may not work for this system or the problem may be that you have to contact your credit card company to authorize this foreign transaction.  If you select the Pay By Check option, detailed instructions on how to make out your check and where to send the check will be provided. BE SURE TO PRINT YOUR PAID RECEIPT AND KEEP IT FOR YOUR RECORDS.

INFORMATION REGARDING ASSOCIATION OWNED PROPERTY AND TAX OBLIGATIONS

This information is provided to explain the differences between privately owned residential property and Non-Profit Corporation owned property.

The Association currently owns several lots that require taxes be paid on an annual basis.  They are the pool and two lots comprising the beach access and adjoining areas.

The tax obligations of these Association owned properties are paid as being owned by a Non-Profit Corporation; which is classified differently than privately owned residential properties, which are eligible for early payment discounts.

Each year, through the Association legal counsel, a petition is presented to the Mexicali tax department for approval of a lower Non Profit Corporation tax rate. Upon approval, the tax is calculated. In 2014, the taxes were paid on March 24th. The tax amount per parcel was 387 pesos, totaling 1161 pesos for all three parcels, which includes the pool area. The tax fee was approximately $89.86 USD, based on the exchange rate the day the taxes were paid.

COMPLAINTS REGARDING GOVERNMENT OFFICIALS

There is a Mexican government agency, 'Sindicatura' (Department of Internal Affairs) which is responsible for investigating and handling complaints regarding government officials, including police officers. The contact phone number is '072'.  The Tijuana website is:

The Mexicali municipality website is under construction.  A copy of the 'Complaint, Accusation or Suggestion' form is attached.  The contact information for the supervisor of the San Felipe office of the Mexicali municipality as of June 15, 2012, E. Jorge Corral Navarro, is included on the form.

BILLS AND PAYMENTS


Property taxes, visas, annual Fideicomiso payments, and all utility bills are the responsibility of each individual property owner.  These fees all have to be handled separately.  Unlike in the United States, substantial financial penalties accrue immediately in Baja for non-payment or expiration of documents and utilities may be shut off with little or no grace period.  The Association can assist you with information about how to navigate these tasks.  Some payments can be made via auto-deduction from your bank account.

Recently, a new service has been introduced to assist foreigners in Mexico handle their Mexican bills and payments. The service is called Simplepay.com.mx This is not an endorsement of their service but many here use the service with good results. They are currently adding HOA dues payments to their services.
